PLANNING BOARD MEETING
January 21, 2015

 

PRESENT:

Cliff Thom, John Andrews , Chris Buongiorne ,  Kevin Sheehan & Dale Davis

CALLED TO ORDER:

Cliff opened the meeting at 6:56 pm.  The Pledge of Allegiance followed

 

ACCEPTANCE OF MINUTES

A motion was made by John, seconded by Kevin to accept the minutes of the December 17, 2014 meeting as written.

Motion passed unanimously

 

HOAG LIBRARY SIGN – “Discussion”

Mary Ann Braunbach addressed the board about a potential sign for the Hoag Library.   She wanted the board’s opinion on some possible options for the new sign.  No application, photos , drawn renditions or site maps were presented.  She compared the sign to the Elba School District sign and also a sign in Leroy (no photos provided).   She indicated that the sign would be perpendicular to the street and would most likely be a 2 pillared brick monument sign.   The sign will be a message sign.   The board informed Mary Ann that “flashing” signs would not be approved, as they are too distracting.  

In the future, the board would also like to see at least a “sketch plan” for potential projects when requesting  an “opinion” on them.

No action was taken on this project as there was no application submitted.

 

The board discussed the wording of the section of the code regulating signs.   Specifically 290-95(c)

“Except for time and temperature signs, no sign shall be illuminated by or contain flashing, intermittent, rotating or moving light or lights.”

CEO Vendetti will re-write the language of this section to make allowances for message signs.  He will get the draft changes to the Planning Board for review at their next meeting.  

 

RECOMMENDATION TO VILLAGE BOARD – DRIVEWAYS

CEO Vendetti informed the Planning Board that the Village Board did not approve their recommendation to require all new or modified residential driveways in the Village of Albion be of hard surface – asphalt, concrete or pavers.

 

366 WASHINGTON STREET – ADVISORY OPINION FOR RE-ZONING

Chuck Malloy from the Rockingham Property Group has requested a zoning change for the old NYSEG building located at 366 Washington Street.  The property is currently zoned R2 and is made up of two (2) parcels totaling 2.9 acres (73.9-1-1.1 & 73.9-1-1.2).  He would like it to be changed to GC (General Commercial).    CEO Vendetti contacted the owners of the two adjacent parcels, Robert Gibbs (73.9-1-2) and Christine Mietlicki (73.9-1-3) to see if they would like their parcels rezoned to GC as well.  This alleviates the concern of “spot zoning” in that area.  Both property owners agreed to the proposal.  Both of these parcels are vacant land.   The land immediately to the south of these parcels is already zoned GC.   

A motion was made by John, seconded by Dale to recommend to the Village Board that the zoning for parcels: 73.9-1-1.1, 73.9-1-1.2, 73.9-1-2 and 73.9-1-3 be changed from R2 to GC.

Motion passed unanimously
